| Royal BC Museum Strategic Operational Review | The Royal BC Museum (RBCM) is widely recognized as a lead attraction in British Columbia. Since 2003, it has been one part of a single BC Museum Corporation, which includes the provincial archives. Queenwsood was retained to conduct a strategic operational review of the organization, which included consideration of both qualitative factors (e.g. alignment of plans with legislative requirements, broad government goals and commitments in the area of culture, history and education) and quantifiable measures (e.g. project, outreach and growth costs and projections). Comprehensive document review and analysis (including financial analysis) and a focussed consultation process led to a summary report that outlined the significant cultural, educational and economic benefits and contributions that RBCM has made as a significant provincial organization; the main challenges being faced by RBCM in pursuit of ensuring operational excellence and ongoing sustainability; the main options for addressing these identified challenges; and options to ensure ongoing and enhanced sustainability. |
| BC Housing - Provincial Consultations | Queenswood led a consultation process for BC Housing, seeking input on the potential for a sector-wide organization to represent the interests of agencies providing shelter, drop-in and outreach services across BC. Over 50 separate agencies (including both those who are funded by BC Housing and those who are not) in communities throughout the province took part in the process, which was planned and undertaken by QCG. The initiative also included a review of possible models for an agency, and production of a report with recommendations for proceeding regarding governance, mandate, structure, funding, communications and other key factors for a new organization. |
| Review of Community Living BC’s Service Delivery Model | Community Living BC is the crown agency that was mandated in July 2005 to provide services for people with developmental disabilities in British Columbia. The agency, with a budget of almost $700 million, designed and implemented a service delivery model that is unique and visionary. Queenswood Consulting was retained to conduct a review of the service delivery model, including specific consideration of the model itself, policy tools that support the model, the statutory guardianship responsibilities of CLBC, and the sustainability of the model that has been implemented. The process included a review of the history of the agency, its legislative mandate, and its operational systems. Consultations with over 150 individuals and the collation of a QCG-designed web feedback response also provided a framework for a comprehensive report that provided 27 specific recommendations for proceeding. |
| ShelterNet Governance Development | Building on an initial consultation process sponsored by BC Housing, QCG was retained by the representative for shelter service providing agencies, ShelterNet, to assist with establishing a new organization. THE process included facilitating a number of working sessions with the agency’s new directors and drafting an overarching plan for the implementation of the agency’s governance, management and service delivery model. |
| Community Living BC – Supported Employment Program review | CLBC’s Supported Employment Program was initiated in the late 1980s with the overall objective of helping people with developmental disabilities find and maintain employment and careers in the community. QCG was retained to review the $7 million program, which supports approximately 1600 people annually though 54 separate service providing agencies across the province. The review was the first comprehensive consideration of how well the program is meeting its state objectives, and included consultations with CLBC, service providing agencies, employers, and clients in 15 communities throughout BC. A comprehensive report outlined the current status of the program, identified its key strengths and challenges, and made seven recommendations for proceeding. |
| Planning and Priority Setting - Sunnyhill Health Centre for Children | Designed and facilitated a Planning and Priority Setting session with the executive and management team at Sunnyhill Health Centre for Children. The objective was to build awareness and consensus with respect to the scope and nature of the increasing number of priorities facing the agency. The team identified key issues, priorized those with the greatest impact, and identified strategies for managing these issues effectively |
| Planning and Priority Setting - BC Assessment Authority | Designed and facilitated a planning and priority session with the management team of the Business and Customer Service Division. The objective of the session was to provide an opportunity for a newly re-organized management unit to identify key issues and options, including consideration of how the division’s priorities link into and support larger BCAA corporate objectives. The management team successfully identified a range of issues, as well as options, strategies and the resources that will be required to address and manage these priorities. |
| Project Redesign - THEMIS | Provided advice to the Executive Sponsor on the design of a search system to support Maintenance Enforcement in the province of Ontario. QCG analyzed the current status of the project; provided ongoing risk analysis including identifying mitigation strategies and worked with Executive to implement a comprehensive project plan and change management strategy. |
| Facilitation / Strategic Planning - Greater Victroria Public Library | Designed and led a series of strategic planning sessions with the Board of the Greater Victoria Public Library. Considered the interests and priorities of ten separate municipalities with representation on the Board, while identifying and prioritizing the strategic goals and objectives of the library as a whole. Included the development of decision-making frameworks and strategies for improved governance processes. |
