This project requires considerable consultation with First Nations and other tripartite partners to identify the current state of First Nations eHealth in BC, identify the desired future state, analyse the gaps and develop a tactical plan to implement the overall eHealth Strategy. |

| Redesign of BC Family Search Program – Ministry of Attorney General | Maintenance Enforcement and Locate Services (MELS) exists to ensure that BC families receive the financial support they are entitled to, in accordance with the Family Maintenance Enforcement Act and the Family Relations Act. MELS processes more than 25,000 search requests relating to enforcement of child support for BC families. Queenswood was retained to serve as project manager for the development and implementation of a new search system, FAMS2. This system is based on an emerging service oriented architecture (SOA) standard that supports business processes delivered via open standards such as XML and web services. Project management responsibilities included coordinating the work required for key project phases: development and technical testing; user acceptance testing; development and integration of system interface to data provider systems; and integration of data provider interfaces. |
| Skills Connect for Immigrants Program Review | The Ministry of Economic Development’s Labour Market Development Branch, sponsors a program known as Skills Connect for Immigrants Program, whose primary goal is to assist new immigrants secure jobs that fully use their pre-arrival skills, knowledge and experience. QCG conducted a review of the program, focusing on improving the programming and services available to assist lower skilled immigrants integrate into BC’s labour market. The review included consultation with service providers and resulted a final report that included a description of current services and model for delivery, analysis of the labour market integration needs of lower skilled immigrants, and recommendations for expanding current programming / designing new programming to meet identified service delivery gaps. |
| Telehealth Strategy - Ministry of Health | Managed a cross-ministry project aimed at implementing a comprehensive program for telehealth service in rural and remote parts of British Columbia. Included specific consideration of First Nations telehealth requirements, and the development of appropriate supporting policy and procedures. |
| Integrated Case Management | The Integrated Case Management (ICM) Project is a large, complex, multi-ministry initiative that is procuring and implementing enterprise level Commercial-Off-the-Shelf (COTS) software to support the integrated delivery of social services across the Ministries of Children and Family Development (MCFD) and Housing and Social Development (MHSD) and a range of service providers. This project is overseen by a committee of Deputy Ministers and Assistant Deputy Ministers from each ministry. When implemented, ICM will support the business integration between a range of social sector programs and services, and more than 5,500 government staff and 5,000+ contracted service providers. Queenswood Consulting Group was retained to support MCFD in establishing a project management office for ICM, and to provide strategic-level advice and support to the project's executive directors. In particular, project management included support for the project to successfully operate in a multifaceted environment with multiple, diverse stakeholders, including, but not limited to the participating ministries and clients, 13,000 contracted service providers, other Provincial and Federal government agencies which interface and broader social sector agencies. |
| Acute Care Framework | As part of its efforts to improve service delivery, the Ministry of Health Services created the Health Authorities Division as a means both to strengthen the internal ability to plan at a provincial level and to link to Health Authorities at a more operational level. One of the initiatives of the Division was to establish and communicate expertise in acute care issues. Queenswood was retained to lead a series of consultations with internal (Ministry of Health) and external (Health Authorities) stakeholders to determine the scope, mandate, structure and priorities of an overarching Acute Care Framework, including an Acute Care Council to create a locus of expertise for advice and feedback on Ministry priorities. |
| Family Information System, Ministry of Attorney General | Family Justice Services Division (FJSD) of Ministry of Attorney General delivers services that promote timely and just resolution of family disputes, such as dispute resolution, child custody and access assessments, referral and case management supports. FJSD has recently implemented its Family Information System (FIS) that supports staff in 28 locations throughout the province to collect data on clients’ needs and services, and enable the executive team to account for federal and provincial dollars allocated for services. Queenswood Consulting was retained to manage on behalf of the executive sponsor the development, training and implementation of the system, and in particular, to ensure the organized was prepared to receive and accept the new system. In carrying out this function, Queenswood was responsible for preparing schedules and reporting status to the steering committee, and working closely with staff to update policies and business practices to ensure business benefits were realized. The system was successfully launched in October 2008. |
| MELS – MLA Information Resource | The Maintenance and Enforcement Division of the Ministry of Attorney General has responsibility for delivering the Family Maintenance Enforcement Program, which ensures that families in BC receive the financial support to which they are entitled upon breakdown of the family. The program has a high profile, and is often the subject of constituent inquiries to MLAs. QCG drafted a resource for MLAs and their staffs to use in responding to requests for information, including a user-friendly text and format allowing for fast and effective communications with the public. |
